A new stretch of sidewalk is planned for the west side of Elmira’s Barnswallow Drive, from approximately Kingfisher Drive to past Pheasant Drive, as part of $64,000 in concrete work approved this week by Woolwich council.
A variety of repair and replacement work is slated for some 16 spots in Elmira, 15 in Winterbourne, three in Conestogo and a pair in St. Jacobs.
Meeting Tuesday night, councillors awarded a tender to Sousa Concrete to carry out the work this year, despite receiving only one official tender (a second, more expensive bid was received, but rejected because it failed to include a tender deposit.)
The single tender was a point of concern for Coun. Mark Bauman, who initially suggested the work be deferred, perhaps re-tendered next spring.

However, with assurances from staff the bid was in line with current pricing, he eventually supported the contract.
Coun. Murray Martin added that the work involved many small repairs scattered across the township – the cost seemed fair given that the company would have to move its equipment many times in the course of the project.
A start time on the new Barnswallow sidewalk will await a decision on some other construction in the area, said Kennaley. If the two projects can’t be coordinated, the money earmarked for the sidewalk will be used to build a new sidewalk elsewhere in the township, said Kennaley.
