Complaints that a man had been seen fighting with someone in the area brought officers to Porchlight Drive in Elmira about 8:23 p.m. on July 2. Witnesses also said that the 45-year-old Elmira man, known to police, had been screaming at and harassing passing youths, and kicking passing vehicles. When constables arrived on scene, the man approached them in “an uncontrollable rage.” He was allegedly swearing, screaming, and uttering racial insults at his neighbours.

Police told the man that he was under arrest for causing a disturbance, at which point he resisted. He was eventually subdued, then transported to the drunk tank as alcohol was a factor. The man was charged with ‘causing a disturbance’, ‘resisting arrest’ and ‘mischief’ after he smeared his own feces on the camera in the jail cell. He was held for a show cause hearing the next morning.
